　　Currently, the ROC Marine Corps defense Pratas Island and Itu Aba Island, and straight succession of jurisdiction under the administration of present government. Pratas Island and Itu Aba Island are at an important location, and have beautiful seascapes and special reefs. After considering the subjective and objective conditions and with reference to the experience of other countries, we can draw up development goals and strategy. If we start developing tourism from Pratas Island, then expand to Itu Aba Island, success is guaranteed.
　　After Swallow Reef was developed by the Malaysian government, it became a base for both civilian and military units, and they also built vacation resorts. Malaysia integrated Swallow Reef into their territory, and developed it as an attractive oceanic islet. They opened up Swallow Reef in 1994, and made it a resort for tourists. This is a successful case of developing the South China Sea Islands, and is a good example for other countries to take as a model.
