Policy Guidelines for the South China Sea
  1. Prologue 
    On the basis of history, geography, international law and the facts, the Spratly Islands, the Paracel Islands, Macclesfield Bank and the Pratas Islands, have always been a part of the inherent territory of the Republic of China. The sovereignty of the Republic of China over them is beyond doubt. The South China Sea area within the historic water limit is the maritime area under the jurisdiction of the Republic of China, in which the Republic of China possesses all rights and interests. The government of the Republic of China is willing to, on the bases of peace and reason, and in accordance with the principle of safeguarding the sovereignty of the Republic of China, develop this maritime area.

  2. Goals
    (1) Firmly safeguarding the sovereignty over the South China Sea.
    (2) Enhancing the development and management of the South China Sea.
    (3) Actively promoting cooperation in the South China Sea.
    (4) Peacefully handling the disputes over the South China Sea.
    (5) Protecting the ecological environment of the South China Sea.
